French Minister for Foreign Affairs informed me on

November 12th that Japanese Government had made it clear that they would occupy Hainan if munitions continued to be allowed to pass through Indo-China for China. He stated in confidence

that consignments resulting from old orders were still passing,

This may be merely a Japanese attempt to play on French

nerves but you should be on the look out for any indication

that it means more and if necessary renew the warning already

conveyed to Japanese Government. You will no doubt keep in touch with your French colleague.
